In Travis County's Healthcare Desert, Manor Residents Lose Precious Minutes When Every Second Counts

MANOR, TX – June 26, 2025 – Every second matters during a heart attack, stroke or life-threatening injury, but Manor residents can lose as many as 45 precious minutes fighting Highway 290 traffic to reach emergency care. The groundbreaking of TXM Manor Emergency Room on June 26 is a hopeful sign that the area will soon get its first hospital facility to include emergency care, inpatient care and surgical capabilities—services that won't be available elsewhere in the community until it opens in July 2026.

Dr. Harbir Singh, MD, MBA, founder of TXM MicroHospital, said Manor's emergency care gap puts residents at life-threatening risk every day. "When someone has a heart attack or sustains a serious wound in Manor, their survival depends on getting help as soon as possible. But the nearest emergency rooms and trauma centers are 25-45 minutes away depending on Highway 290 traffic."

The 24,000-square-foot building, called TXM Manor Emergency Room, represents a $25 million investment in a new level of emergency and surgical care to Manor and eastern Travis County through a physician-owned model. 

Construction designs include six licensed inpatient rooms, two operating suites, a six-bed emergency department and specialized services including medical detox. The TXM approach emphasizes hospitality-focused care so healing gardens, all-private rooms with family sleep areas and advanced technology are planned.

Studies show physician-owned hospitals consistently outperform corporate hospitals in both quality metrics and patient satisfaction scores. The difference comes down to priorities: patient care is the primary concern in physician-owned hospitals, while corporate hospitals face productivity and profitability pressures that reduce the time nurses and doctors can spend with patients.

Breaking Ground on Healthcare Access

TXM Manor Emergency Room’s groundbreaking represents more than a new medical facility—it's an overdue declaration that Manor residents deserve the same emergency care access as other central Texas communities.

"No one should suffer or even die waiting for an ambulance to fight Highway 290 traffic," Dr. Singh said. "Manor residents have waited long enough for healthcare infrastructure that matches their community's growth and needs."

Construction began immediately following the groundbreaking ceremony on June 26. The facility is scheduled to open in July 2026. The 3.64-acre site at 12838 US Highway 290 provides optimal access for eastern Travis County residents.

Manor Is Growing Too Fast To Be Without Healthcare Access

Manor's explosive 1,230% population growth from 1,519 residents in 2000 to 24,273 today generated massive tax revenues—property values up 566%, median household income up 131%—yet no hospital investment occurred despite the obvious need. With projections showing 80,000 residents by 2031, the healthcare gap continues to widen.

Current healthcare options within Manor include only one primary care clinic with no inpatient beds, operating rooms, or emergency capabilities. The nearest full-service hospital remains 11-12 miles away, a distance that proves deadly during medical emergencies.

  • Dell Seton Medical Center (Level I Trauma): 25-45 minutes

  • St. David's Medical Center: 17-35 minutes

  • Ascension Seton: 22-40 minutes

From Practicing Physician to Builder

Dr. Singh brings the rare combination of healthcare entrepreneurship and active clinical practice to the Manor project. After helping build Kyle Emergency Room and continuing to treat patients there, he identified Manor's critical healthcare gap through both business analysis and firsthand emergency medicine experience.

"I helped build Kyle ER and I still work shifts there treating patients," Dr. Singh said. "I see the demand, I understand what works, and I look forward to treating patients very soon right here in Manor."
